Pennsylvania law requires every municipality to have a current Emergency Management Plan and have an Emergency Management Coordinator, appointed by the elected officials and the Governor of the Commonwealth of Pennsylvania.

Misson

It is the mission of the Office of Emergency Management (OEM) to maintain the highest level of preparedness to protect Millcreek Township’s citizens, workers, visitors, and environment from the impact of natural and man-made disasters. OEM will prepare the Township for emergencies, prepare the public for emergencies, and coordinate inter-agency response and recovery. To achieve this mission, OEM will implement a comprehensive program of disaster mitigation, preparedness, response and recovery.

One of the programs that Millcreek OEM oversees is the permitting of special events.  To read the requirements of special events you can access the code at ecode360.
